What is e- government, Digital Government (Digital state)?

E- Government which has recently been significant in our country emerged as a must of being a modern society and to increase efficiency. In that manner, it means the realization of mutual duties and responsibilities between people who govern and those who are governed in the “digital space”. However,it seems that, the concept of e-government that we defined in a general manner is discussed in various places where different aspects of it are emphasized.

According to a definition in this context, e- government means the realization of mutual duties and obligations and relations between the state and the individual in modern sociaties online and in a secure context.[1] 

In a similar fashion, the concept of "e- government" indicates a "better government structure", which is more advanced than the traditional government model and based on a stronger IT background and implications.[2]

In another definition, e- government is defined as a government model which utilizes information technology in exchange of information, services and goods between citizens and commercial institutions in order to increase performance and efficiency [3] .   In the broadest sense, e- government project aims at establishing a better government structure, meaning that e- government focuses on "government" more rather than "e".  According to Fountain who uses the term "virtual state", the digitalization of data and communication makes fundamental changes in the nature of government and its organization [4].  Main components of e- government are e- firm, e- institution and e- citizen.  Each of them will work to realize the "e" within themselves and they will develop in interaction, so e-government will develop eventually.  The directions of e-government services can be grouped into three categories.
